The Ministry of Education and Science of the Russian Federation, together with the Council for Grants of the President of the Russian Federation for state support of young Russian scientists and for state support of leading scientific schools of the Russian Federation, announces a competition in 2016 for the right to receive grants from the President of the Russian Federation for state support of leading scientific schools of the Russian Federation (competition NSh-2016). The organizer of the competition is the Ministry of Education and Science of Russia.
The allocation of grants from the President of the Russian Federation for state support of the leading scientific schools of the Russian Federation is carried out in accordance with the Decree of the Government of the Russian Federation dated April 27, 2005 No. 260 "On measures for state support of young Russian scientists - candidates of science and doctors of science and leading scientific schools of the Russian Federation" .
The leading scientific school of the Russian Federation is considered to be an established team of researchers of various age groups and scientific qualifications, associated with research in a common scientific direction and united by joint scientific activities. The specified team should carry out the training of scientific personnel, include a leader, as well as young researchers (up to 35 years old).
Can take part in the competition Russian scientists or educational organizations, as well as organizations engaged in the production of scientific and technical products, with the exception of state institutions, which have labor relations with members of the teams of leading scientific schools.
If the leading scientific school requires an additional experimental base to perform the work or it is necessary to create other conditions for conducting scientific research, then, in agreement with the Ministry of Education and Science of the Russian Federation, third-party organizations may be involved in the performance of the work to ensure the creation of these conditions.
The organizations specified in the Notice submit works for the competition in the form of an Application prepared in accordance with the Instructions (Appendix No. 1 to the Notice of the Ministry of Education and Science of the Russian Federation).
The organization has the right to submit several Applications according to the number of submitted scientific schools (grant applicants).
Each grant applicant has the right to submit their work only within the framework of one Application.
Grant applicants cannot be current members of the Grants Board.
Organizations must have the necessary equipment, other material and technological capabilities, a positive reputation, fulfill their obligations to pay taxes to the budgets of all levels and obligatory payments to state non-budgetary funds, must be solvent, not be in the process of liquidation, reorganization, bankruptcy. Organizations cannot participate in the competition if their property is seized and (or) their economic activity is suspended.
Grants are allocated for a 2-year period to finance the costs of conducting fundamental and applied scientific research, including in priority areas for the development of science, technology and engineering in the Russian Federation in the following areas of knowledge:
(01) Mathematics and mechanics;
(02) Physics and astronomy;
(03) Chemistry, new materials and chemical technologies;
(04) Biology and life sciences;
(05) Earth sciences, ecology and environmental management;

The amount of funds spent on material support for members of the team of the leading scientific school, is determined by the Agreement with the organization to which the grant funds are transferred, and cannot exceed 50 percent of the total grant amount. At the same time, the funds spent on the specified material support should be directed to young scientists and specialists (up to 35 years old) of the leading scientific school.
The Competition Commission of the Ministry of Education and Science of Russia considers the Applications received for the competition and checks their compliance with the conditions of the competition. Applications that meet the conditions of the competition are sent by the Competition Commission to the Grants Council for their expert evaluation. When conducting an expert evaluation of the work, the Council takes into account such criteria as the scientific backlog of the declared research over the past 3 years, the planned activity of the scientific activity of the grant applicant (including the publication of scientific articles in high-ranking journals Web of Science, Scopus, etc.), evaluation of the scientific research , including novelty and applied significance, achievability of the results of scientific research.
Based on the results of the expert evaluation of the works, the Council prepares proposals for determining the Applications - the winners of the competition. The total number of grant applicants selected on a competitive basis for the right to receive a grant for state support of the leading scientific schools of the Russian Federation in 2016-2017 will not exceed 150.
