4. Ensuring the conduct of the state final certification for educational programs is carried out by organizations.
5. Organizations use the means necessary for the organization of educational activities during the state final certification of students.
6. Persons mastering an educational program in the form of self-education, or who studied under an educational program of higher education that does not have state accreditation, have the right to externally pass the state final certification in an organization for an educational program that has state accreditation, in accordance with this Procedure.
7. The state final certification for educational programs containing information constituting a state secret is carried out in compliance with the requirements provided for by the legislation of the Russian Federation on state secrets.
8. It is not allowed to charge students for passing the state final certification.
9. The state final certification of students in organizations is carried out in the form of:
state exam;
defense of the final qualifying work;
a scientific report on the main results of the prepared scientific qualification work (dissertation) (hereinafter - the scientific report; together - the state certification tests).
Specific forms of conducting the state final certification are established by organizations, taking into account the requirements established by the standard.
State attestation tests are conducted orally or in writing.
10. The state exam is held in one or more disciplines and (or) modules of the educational program, the results of the development of which are of decisive importance for the professional activities of graduates.
11. The final qualifying work is a work done by a student (several students together), demonstrating the level of preparedness of the graduate for independent professional activity.
12. The type of final qualifying work is established by the organization in accordance with the standard.
The requirements for the final qualifying work, the procedure for its implementation and the criteria for its assessment are established by the educational organization independently.
13. The requirements for a scientific report, the procedure for its preparation and presentation, and the criteria for its evaluation are established by the educational organization independently.
14. Students and persons involved in the state final certification are prohibited from carrying and using means of communication during the state certification tests.
15. The volume (in credit units) of the state final certification, its structure and content are established by the organization in accordance with the requirements established by the standard.
16. The term for the state final certification is established by the organization independently.
17. The results of each state attestation test are determined by the marks "excellent", "good", "satisfactory", "unsatisfactory". Grades "excellent", "good", "satisfactory" mean the successful passing of the state attestation test.
18. Successful completion of the state final certification is the basis for issuing a student a document on higher education and qualifications:
the sample established by the Ministry of Education and Science of the Russian Federation - according to the programs for the training of scientific and pedagogical personnel in graduate school (adjuncture);
sample established by the Ministry of Health of the Russian Federation - for residency programs;
sample established by the Ministry of Culture of the Russian Federation - under the programs of assistantship-internship.
Graduates who have successfully mastered educational programs for the training of scientific and pedagogical personnel in graduate school (adjuncture) are also issued an opinion in accordance with paragraph 16 of the Regulations on the award of academic degrees, approved by Decree of the Government of the Russian Federation of September 24, 2013 No. 842 (Collection of Legislation of the Russian Federation, 2013, No. 40, article 5074; 2014, No. 32, article 4496).
19. By decision of the collegial management body of the organization, as well as in cases provided for by the Federal Law of November 10, 2009 No. 259-FZ “On Moscow State University named after M.V. Lomonosov and St. Petersburg State University, persons who have successfully passed the state final certification are issued documents on education and qualifications, samples of which are independently established by organizations.
20. Features of conducting state attestation tests using e-learning, distance learning technologies are determined by the local regulations of the organization. When conducting state attestation tests using e-learning, distance learning technologies, the organization ensures the identification of students and control over compliance with the requirements established by the specified local regulations.
21. To conduct the state final certification in the organization, state examination commissions are created, which consist of a chairman, a secretary and members of the commission.
To conduct appeals based on the results of the state final certification, appeal commissions are created in the organization, which consist of a chairman and members of the commission.
The State Examination and Appeal Commissions (hereinafter collectively referred to as the Commissions) operate during the calendar year.
The organization independently establishes the rules of work of the commissions.
22. Commissions are created in the organization for each specialty and area of training, or for each educational program, or for a number of specialties and areas of training, or for a number of educational programs.
23. The chairman of the state examination commission is approved no later than December 31, preceding the year of the state final certification:
a) for organizations that have the right to independently establish educational standards - by an administrative act of the organization;
b) for organizations that are under the jurisdiction of federal executive bodies, with the exception of organizations from among those specified in this paragraph, by the founders of organizations on the proposal of organizations;
c) for organizations that are under the jurisdiction of the subjects of the Russian Federation, municipal organizations and private educational organizations - by the Ministry of Education and Science of the Russian Federation on the proposal of organizations.
24. The organization approves the composition of the commissions no later than 1 month before the start date of the state final certification.
25. The chairman of the state examination commission is approved from among the persons who do not work in this organization and meet the following requirements:
for conducting the state final certification of students in postgraduate (adjuncture) training programs for scientific and pedagogical personnel - having a scientific degree of a doctor of science (including a scientific degree obtained in a foreign state and recognized in the Russian Federation) in a scientific specialty corresponding to the direction of preparation of scientific and teaching staff in graduate school (adjuncture);
for conducting the state final certification for residency programs - having a doctoral degree (including an academic degree obtained in a foreign state and recognized in the Russian Federation) and (or) an academic title of a professor in the relevant field of professional activity, or representatives of state authorities of the Russian Federation , public authorities of the constituent entities of the Russian Federation and local governments in the field of health care;
for conducting the state final certification for assistantship programs - internships - who are highly qualified specialists in the relevant professional field, who have a state honorary title (of the Russian Federation, the USSR, the RSFSR and other republics that were part of the USSR) or who are laureates of the state award in the field of culture and art, as well as having the academic title of professor (or holding the position of professor) of the relevant field of professional activity.
The chairman of the appeal commission is the head of the organization (the person acting in his capacity or the person authorized by the head of the organization - on the basis of the administrative act of the organization).
26. The chairmen of the commissions organize and control the activities of the commissions, ensure the unity of the requirements for students during the state final certification.
27. The State Examination Commission consists of at least 5 people, of which at least 50 percent are leading specialists - representatives of employers and (or) their associations in the relevant field of professional activity (hereinafter referred to as specialists) and (or) representatives of state authorities of the Russian Federation Federation, state authorities of the constituent entities of the Russian Federation and local governments exercising powers in the relevant field of professional activity, the rest - by persons related to the teaching staff of this organization, and (or) other organizations and (or) scientists of this organization and ( or) other organizations that have an academic title and (or) an academic degree and (or) have a state honorary title (of the Russian Federation, the USSR, the RSFSR and other republics that were part of the USSR), and (or) persons who are laureates of state awards in relevant area.
The composition of the appeal commission includes at least 4 people from among the teaching staff belonging to the teaching staff and (or) scientific workers of this organization who are not members of the state examination commissions.
28. For the period of the state final certification to ensure the work of the state examination commission, from among the persons belonging to the teaching staff of the organization, scientists or administrative workers of the organization, its secretary is appointed as the chairman of the state examination commission. The Secretary of the State Examination Commission is not a member. The secretary of the State Examination Commission keeps minutes of its meetings, submits the necessary materials to the Appeal Commission.
29. The main form of activity of the commissions are meetings. A meeting of commissions is competent if at least two thirds of the composition of the relevant commission participate in it.
The meetings of the commissions are held by the chairmen of the commissions.
Decisions of the commissions are made by a simple majority of votes of the persons who are members of the commissions and participate in the meeting. In case of an equal number of votes, the chairman has a casting vote.
30. Decisions taken by the commissions are documented in protocols.
The minutes of the meeting of the state examination commission for the admission of the state certification test reflect the list of questions asked to the student and the characteristics of the answers to them, the opinions of the members of the state examination commission on the level of preparedness of the student to solve professional problems identified during the state certification test, as well as the identified shortcomings in theoretical and practical training of the student.
The minutes of the meetings of the commissions are signed by the chairman. The protocol of the meeting of the State Examination Commission is also signed by the Secretary of the State Examination Commission.
The minutes of the meetings of the commissions are bound into books and kept in the archives of the organization.
31. The program of the state final attestation, including the programs of state exams and (or) the requirements for the final qualification work, the procedure for its implementation and the criteria for its evaluation, and (or) the requirements for a scientific report, the procedure for its preparation and presentation, the criteria for its evaluation, and also, the procedure for filing and considering appeals is brought to the attention of students no later than six months before the start of the state final certification.
32. The state exam is conducted according to the program approved by the organization, containing a list of questions submitted for the state exam and recommendations for students on preparing for the state exam, including a list of recommended literature for preparing for the state exam.
Before the state exam, students are consulted on the issues included in the state exam program (hereinafter referred to as the pre-examination consultation).
33. The organization approves an approximate list of topics for graduation qualification works offered to students (hereinafter referred to as the list of topics), and brings it to the attention of students during the first year of study.
At the written request of the student (several students performing the final qualifying work together), the organization may, in the manner prescribed by it, provide the student (students) with the opportunity to prepare and defend the final qualifying work on the topic proposed by the student (students), if the expediency of its development for practical application is justified in the relevant field of professional activity or at a specific object of professional activity.
For the preparation of the final qualifying work for the student (several students performing the final qualifying work together), the administrative act of the organization assigns the head of the final qualifying work from among the employees of the organization and, if necessary, a consultant (consultants).
The procedure for obtaining feedback and reviews on the final qualifying work (or part of it, performed in writing) is established by the educational organization independently.
34. The texts of final qualifying works made in writing and scientific reports, with the exception of the texts of final qualifying works and scientific reports containing information constituting a state secret, are placed by the organization in the electronic library system of the organization and checked for the amount of borrowing. The procedure for placing the texts of final qualifying works and scientific reports in the electronic library system of the organization, checking for the amount of borrowing, including content, identifying unauthorized borrowing is established by the organization.
Access of individuals to the texts of final qualification works and scientific reports should be provided in accordance with the legislation of the Russian Federation, taking into account the withdrawal of industrial, technical, economic, organizational and other information, including the results of intellectual activity in the scientific and technical field, on the methods of professional activities that have actual or potential commercial value due to their being unknown to third parties, in accordance with the decision of the copyright holder.
35. Not later than 30 calendar days before the first state certification test, the organization approves by an administrative act the schedule of state certification tests (hereinafter referred to as the schedule), which indicates the dates, time and place of the state certification tests and pre-examination consultations, and brings the schedule to the attention of student, members of the state examination boards and appeal boards, secretaries of the state examination boards, supervisors and consultants of final qualifying works.
When forming the schedule, a break between state attestation tests lasting at least 7 calendar days is established.
36. The results of the state attestation test, conducted orally, are announced on the day it is held, the results of the state attestation test, conducted in writing, on the next business day after the day it is held.
37. Students who did not pass the state final certification due to failure to appear at the state certification test for a good reason (temporary disability, performance of public or state duties, subpoena, transport problems (flight cancellation, lack of tickets), weather conditions or in other cases , the list of which is established by the organization independently), has the right to pass it within 6 months after the completion of the state final certification.
The student must submit to the organization a document confirming the reason for his absence.
A student who has not passed one state attestation test for a good reason is allowed to pass the next state attestation test (if any).
38. Students who did not pass the state certification test due to failure to appear at the state certification test for an unexcused reason or in connection with receiving an “unsatisfactory” grade, as well as students specified in this Procedure and who did not pass the state certification test within the time period established for them ( due to failure to appear at the state attestation test or receiving an “unsatisfactory” grade), are expelled from the organization with the issuance of a certificate of study as having not fulfilled their obligations for the conscientious development of the educational program and the implementation of the curriculum.
39. A person who has not passed the state final certification may re-pass the state final certification no earlier than one year and no later than five years after the deadline for the state final certification, which was not passed by the student.
In order to re-pass the state final attestation, the specified person, upon his application, is reinstated in the organization for a period of time established by the organization, but not less than the period of time provided for by the calendar curriculum for the state final attestation for the relevant educational program.
40. For disabled students, the state final certification is carried out by the organization, taking into account the peculiarities of their psychophysical development, their individual capabilities and health status (hereinafter referred to as individual characteristics).
41. When conducting the state final certification, the following general requirements are observed:
carrying out the state final certification for the disabled in the same classroom together with students who do not have disabilities, if this does not create difficulties for students when passing the state final certification;
the presence of an assistant (assistants) in the audience who provides students with the necessary technical assistance, taking into account their individual characteristics (take a workplace, move around, read and complete the assignment, communicate with members of the state examination committee);
the use of the necessary technical means for students when passing the state final certification, taking into account their individual characteristics;
ensuring the possibility of unhindered access for students with disabilities to classrooms, toilets and other premises, as well as their stay in these premises (the presence of ramps, handrails, extended doorways, elevators, in the absence of elevators, the audience should be located on the first floor, the presence of special chairs and other devices) .
42. All local regulations of the organization on the issues of conducting the state final certification are brought to the attention of students with disabilities in an accessible form for them.
43. At the written request of a student with a disability, the duration of passing a state certification test by a student with a disability may be increased in relation to the established duration of its delivery:
the duration of passing the state exam, held in writing, - no more than 90 minutes;
the duration of the preparation of the student for the answer to the state exam, conducted orally, - no more than 20 minutes;
the duration of the student's speech when submitting a scientific report on the main results of the prepared scientific qualification work (dissertation) for the degree of candidate of science (hereinafter referred to as the scientific qualification work) is no more than 15 minutes.
44. Depending on the individual characteristics of students with disabilities, the organization ensures that the following requirements are met when conducting the state certification test:
a) for the blind:
assignments and other materials for passing the state attestation test are drawn up in Braille or in the form of an electronic document accessible using a computer with specialized software for the blind, or read out by an assistant;
written tasks are performed by students on paper in Braille or on a computer with specialized software for the blind, or dictated to an assistant;
if necessary, students are provided with a set of writing utensils and paper for writing in Braille, a computer with specialized software for the blind;
b) for the visually impaired:
assignments and other materials for passing the state attestation test are drawn up in an enlarged font;
individual uniform illumination of at least 300 lux is provided;
if necessary, students are provided with a magnifying device, it is allowed to use magnifying devices available to students;
c) for the deaf and hard of hearing, with severe speech impairments: the availability of sound amplifying equipment for collective use is provided, if necessary, students are provided with sound amplifying equipment for individual use;
at their request, state attestation tests are carried out in writing;
d) for persons with disorders of the musculoskeletal system (severe disorders of the motor functions of the upper limbs or the absence of upper limbs):
written tasks are performed by students on a computer with specialized software or dictated to an assistant;
at their request, state attestation tests are conducted orally.
45. A student with a disability, no later than 3 months before the start of the state final certification, submits a written application on the need to create special conditions for him during the state certification tests, indicating the features of his psychophysical development, individual capabilities and health status (hereinafter referred to as individual characteristics). The application is accompanied by documents confirming that the student has individual characteristics (in the absence of these documents in the organization).
In the application, the student indicates the need (lack of need) for the presence of an assistant at the state certification test, the need (lack of need) to increase the duration of the state certification test in relation to the established duration (for each state certification test).
46. Based on the results of state certification tests, the student has the right to appeal.
47. The student has the right to file an appeal in writing with the appeal commission about the violation, in his opinion, of the established procedure for conducting the state certification test and (or) disagreement with the results of the state exam.
48. An appeal is filed by a student personally to the appeal commission no later than the next working day after the announcement of the results of the state certification test.
49. To consider the appeal, the secretary of the state examination commission sends to the appeal commission the minutes of the meeting of the state examination commission, the conclusion of the chairman of the state examination commission on compliance with procedural issues during the state certification test, as well as the written answers of the student (if any) (for consideration of the appeal on conducting state exam).
50. The appeal is considered no later than 2 working days from the date of filing the appeal at a meeting of the appeal commission, to which the chairman of the state examination commission and the student who filed the appeal are invited.
The decision of the appeal commission is brought to the attention of the student who filed the appeal within 3 working days from the date of the meeting of the appeal commission. The fact of familiarization of the student who filed the appeal with the decision of the appeal commission is certified by the signature of the student.
51. When considering an appeal about a violation of the procedure for conducting a state certification test, the appeal commission takes one of the following decisions:
on the rejection of the appeal, if the information contained in it about violations of the procedure for conducting the state certification test of the student was not confirmed and / or did not affect the result of the state certification test;
on the satisfaction of the appeal, if the information contained in it about the violations of the procedure for conducting the state certification test of the student was confirmed and affected the result of the state certification test.
In the case specified in this paragraph, the result of the state attestation test is subject to cancellation, in connection with which the protocol on the consideration of the appeal is transferred to the state examination commission no later than the next business day to implement the decision of the appeal commission. The student is given the opportunity to pass the state attestation test within the time limits established by the educational organization.
52. When considering an appeal on disagreement with the results of the state exam, the appeal commission makes one of the following decisions:
on the rejection of the appeal and the preservation of the result of the state examination;
on the satisfaction of the appeal and the presentation of a different result of the state exam.
The decision of the appeal commission is submitted to the state examination commission no later than the next working day. The decision of the appeal commission is the basis for the cancellation of the previously set result of the state exam and the issuance of a new one.
53. The decision of the appeal commission is final and not subject to revision.
54. The re-conduct of the state certification test is carried out in the presence of one of the members of the appeal commission no later than the date of completion of training in the organization of the student who filed the appeal, in accordance with the standard.
55. An appeal to re-conduct the state attestation test is not accepted.

The procedure for conducting the state final certification for educational programs of higher education for training programs for scientific and pedagogical personnel in graduate school (adjuncture) is regulated by order of the Ministry of Education and Science of Russia dated March 18, 2016 N 227.
The procedure for conducting the GIA for postgraduate studies establishes the forms of state certification:
- State exam;
- scientific report on the main results of the prepared scientific qualification work (dissertation).
The term for the state final certification is established in accordance with the curriculum and calendar curriculum of the relevant postgraduate program.
Successful passing of the state final certification is the basis for the issuance to the student of a document on education and on the qualification of the sample established by the Ministry of Education and Science of the Russian Federation.
Requirements for admission to the State final attestation for graduate students:
- The signed conclusion of the department on admission to the GIA and the review of the supervisor of the graduate student.
- Scientific and qualifying work (dissertation), in accordance with the requirements of the "Regulations on the awarding of academic degrees of the Higher Attestation Commission".
- Scientific report (author's abstract), in accordance with the requirements of the "Regulations on the conduct of the state final certification at NUST MISiS".
- Published articles in peer-reviewed scientific journals of the HAC list (two for technical sciences and three for economic sciences).
- Checking for the amount of borrowing (minimum original text - 75%).
- Reviews of the NQF (dissertation), in accordance with the requirements of the "Regulations on the State Final Attestation at NUST MISiS" (at least one external and one internal review).
Formation of state examination commissions (SEC):
The chairman of the state examination commission (not working in this organization and having a scientific degree of Doctor of Science in a scientific specialty corresponding to the direction of postgraduate study) is approved no later than December 31, preceding the year of the state final certification.
State examination commissions are created in the organization for each specialty and area of training, or for each educational program, or for a number of specialties and areas of training, or for a number of educational programs. Representation of employers - at least 50% of the composition of the SEC (including the chairman of the SEC).

Regulations for the State Final Attestation for Postgraduate Studies:
- Not later than 30 calendar days Prior to the first state attestation test, the order of the rector approves the schedule of state attestation tests, which indicates the dates, time and place of the state attestation tests and pre-examination consultations. When forming the schedule, a break between state attestation tests lasting at least 7 calendar days is established. Before the state exam, students are consulted on issues included in the state exam program.

- The scientific qualification work (dissertation) of the student is subject to internal and external review by leading experts in the relevant professional field. The reviewers are leading teachers, researchers, scientists and other persons whose professional activities correspond to the subject of scientific qualification work. External reviewers are considered to be representatives of external organizations.
- The reviewer is obliged to familiarize himself with the full text of the manuscript of the scientific qualification work (dissertation). Not later than two days before the defense of the scientific report, the reviewer provides the graduate student with a detailed written review, in which he comprehensively characterizes the relevance of the topic, the main problems considered in the scientific qualification work, the theoretical and practical significance and a detailed description of the work, highlighting the positive aspects and shortcomings. In conclusion, the reviewer expresses his point of view on the general level of scientific qualification work.
- Not later than 10 days prior to the submission of a scientific report on the main results of the prepared scientific and qualification work (dissertations), they are subject to mandatory placement in the electronic library system of the University and check for the amount of borrowing. - The scientific qualification work (dissertation), review of the supervisor, reviews, certificate of passing the candidate's minimum exams, a list of published and equated scientific works, the scientific portfolio of the postgraduate student are transferred to the SEC no later than two calendar days before the submission of a scientific report on the main results of the scientific qualification work (dissertation).
- The presentation of a scientific report takes place at a joint meeting of the graduating department and the state examination committee.
- For each graduate student who submitted a scientific report, a protocol is filled out.
