Energogarant, Siberian Insurance House and Pari, as well as MSK Strazh, in which the regulator introduced temporary administration on Friday, voted against the extension of the system, which did not allow the meeting to make a decision on this issue. According to a source for Banki.ru, only one of the four items on the agenda was unanimously adopted - “Approval of the “Priority Areas of RAMI Activity”. On the other two items on the agenda, concerning the renewal of the guarantee system for the purchase of an OSAGO policy, it was not possible to collect the required two-thirds of the votes.
The decision on item 3 - “Introduce changes to the “Priority areas of activity of the RCIA to ensure the possibility of concluding a contract for compulsory insurance of civil liability of vehicle owners in the form of an electronic document from January 1, 2017” - was postponed to an extraordinary meeting on June 23.
The “Single Agent” system, which allows insurance companies (ICs) to sell policies of other insurance companies that are not present in the region, and thus ensure the possibility of purchasing an OSAGO policy throughout the country, has been operational since June 1, 2016. Then it was called a forced and temporary measure, but now we are talking about extending its work for another six months, despite the successful sales of electronic policies that have increased the availability of OSAGO in the regions.
RSA has developed a system for guaranteeing the conclusion of electronic contracts. It is activated when, for technical reasons, the consumer fails to conclude a contract on the website of the insurance company. In this case, there is a redirect to the site of another insurer, which is selected for the consumer by the distribution system according to the PTS number. Many car owners complained that the system fails, and with such a "throw" it is still not possible to buy an e-OSAGO policy.
The system is buggy
Since the beginning of the year, twice as many “autocitizenship” electronic policies have already been sold than in all of 2016. The number of complaints from insurers to the People's Rating of Banki.ru also increased sharply. We collected the most typical and most unusual cases and asked insurers to comment on the claims of the people.
As a result of a huge number of complaints, the Bank of Russia launched checks on the operation of the guarantee system and revealed violations by the largest insurers in the sale of electronic OSAGO policies. According to the Deputy Chairman of the Central Bank Vladimir Chistyukhin, each of the 12 largest auto insurers had violations. The check of the Central Bank showed that it is very problematic to buy an electronic OSAGO policy, Chistyukhin noted.
“This system worked, but the RSA did not have mechanisms to control this redistribution. It was impossible to track whether a person was able to conclude a contract on the website of the insurer where the system redirected him,” explained Igor Yurgens, President of the RAMI. Now, in the updated e-OSAGO Garant system, which, according to the plan of the PCA, should start working from July 1, 2017, if it is impossible to issue a policy on the IC website, the client will be redirected to the PCA website, where the policy will be issued from a company that is selected automatically according to the registration number of the insured's car.

An extraordinary general meeting of the Russian Union of Auto Insurers (RUA) on June 23 will consider the issue of improving the system of guaranteed conclusion of OSAGO policies in electronic form (“e-OSAGO Garant”). This was announced by the President of the RSA Igor Yurgens.
The implementation of this scenario will ensure the guaranteed conclusion of OSAGO contracts in electronic form, ensure full control over the process by the PCA, and reduce the number of complaints and fines for insurers, the PCA believes. “As a result, we will see a balanced distribution system for unprofitable clients, we will simplify the document flow,” explains Igor Yurgens.
The RAMI, leaders of the auto insurance market and the regulator, which, according to the March statements of the Deputy Chairman of the Central Bank Vladimir Chistyukhin, are "not yet ready" to agree to the abolition of the system, are supporting the preservation of the "Single Agent" system.
Against the system are small companies, to which, in their opinion, unwanted customers are “kicked off”. The main argument of the opponents is that the “Single Agent” system leads to an increase in unprofitability and RIA, pushes companies towards unfair competition and will eventually lead to a mass exit from the market of small companies.
“This is just a cover for the mechanism of selection of customers in electronic sales,” explains the source of Banki.ru. “Only if earlier the so-called replacement insurers could, in one way or another, evade the sale of an electronic OSAGO policy to an undesirable client redirected to them, then under the new guarantee system this will no longer be possible.”
The results of the 1st quarter of 2017 for OSAGO suggest that there is some truth in this position: with the exception of Rosgosstrakh, the level of payments of the auto insurance market leaders is 72.5%, and for all the rest, who are below the tenth position in the ranking, - 97.7 %. “A few more months of such work - and most companies will be forced to either surrender their license under OSAGO or leave the market,” the expert warns. “The actuaries, in agreement with the Central Bank, estimate the loss ratio on policies sold through RSA-Agent at 300% and force us to form appropriate reserves for them.”
In PCA, the protests of small OSAGO insurers are explained as follows: “It seems possible for them to avoid receiving losses by maintaining neutrality and conducting operations in a certain region. However, this cannot be achieved, since participation in the “autocitizenship” involves working under a federal license, that is, throughout the country, including unprofitable regions.” The refusal to renew the operation of the Single Agent system of the PCA, which makes it possible to purchase an electronic OSAGO policy remotely, will hypothetically lead to the fact that the Bank of Russia will carefully check each player in the OSAGO market in terms of ensuring the legal requirements for the mandatory and uninterrupted sale of policies on throughout the country. Not a single player will be able to avoid the increased attention of the regulator, the head of the PCA believes. Non-compliance with the requirement to ensure uninterrupted sales of e-OSAGO policies established by the Central Bank of the Russian Federation may cost players a license, the head of the PCA warned.
According to RSA estimates, OSAGO insurers under contracts in 2016 will receive a loss of 12.3 billion rubles. “In total, the amount of payments will amount to 240.4 billion rubles. The volume of premiums collected by OSAGO insurers at the end of 2016 amounted to 228 billion rubles, it is obvious that the market will show a negative financial result,” Yurgens said.
The union's calculations also show that, if we take into account the cost of doing business (RVD), the loss on contracts in 2016 could amount to 64.8 billion rubles.
